			<content:encoded><![CDATA[<p>Friday, Poker News Daily reported that Pennsylvania Judge Thomas James ruled <strong>Texas Holdem</strong> a game of skill. The ruling concerned Walter Watkins and his girlfriend Diane Dent, who were each charged with 20 counts of <strong>illegal gambling</strong> for holding $1/$2 live Texas Holdem games in Watkins’s Columbia County residence.</p>
<p>The <strong>Poker Players Alliance</strong>, a poker-advocacy organization, sees the ruling as a milestone and says it will set a precedent for <strong>online-poker</strong> cases in other states.</p>
<p>“Clearly, the judge had an understanding of how poker is played. Coming to this decision, to him, was not a far leap,” <strong>PPA Executive Director John Pappas</strong> told Poker News Daily. “The decision sets an excellent bar for us in the future.”</p>
<p>James’s decision could have profound implications for the <strong>Internet-poker</strong> industry. U.S. law enforcement has continuously pursued online poker-room proprietors since Congress enacted the <strong>Unlawful Internet Gambling Enforcement Act of 2006</strong>. The law, authorities argue, makes offering games like Texas Holdem over the Internet illegal.</p>
<p>The UIGEA prohibits Internet-gambling providers from accepting online and wire deposits from U.S. residents. However, it does not specify what constitutes “gambling” and defers to state legislators for a definition. Because some states differentiate between illegal, luck-based “gambling” and legal “games of skill,” online-poker proponents have argued that poker players’ success is primarily dependent upon how skilled they are.</p>
<p>These claims have been consistently undermined by the fact that no state law explicitly defines poker as a “skill game.” As a result, many online-poker advocates feared that <strong>the Commonwealth of Kentucky’s seizure</strong> of 141 poker and gambling sites’ URLs last year would result in a judicial categorization of poker as a type of “gambling.”</p>
<p><strong>Franklin County Circuit Court Judge Thomas Wingate</strong> upheld Kentucky’s right to confiscate the Web addresses in October. Yet, because the case was a civil suit concerning whether the state could legally seize Internet property it considered “gambling paraphernalia,” he did not rule on whether poker is a skill game. James’s decision is therefore the first time any government official has addressed the question of poker’s legal classification directly.</p>
<p>James’s decision refers to the findings of several mathematical studies, which affirm that some poker players win consistently despite the fact that all players receive an equal number of bad hands. The decision goes on to explain that a “dominant factor test” must be used in determining whether a wager is “gambling” or a “game of skill.” A game based primarily on skill, James argues, must be considered a “skill game” regardless of whether it also incorporates elements of luck. The decision concludes that “skill predominates over chance in Texas Holdem poker.”</p>
<p>The Associated Press reported that Watkins and Dent were arrested after an undercover Pennsylvania State Trooper participated in one of their games. According to the PPA – which helps supply counsel for poker providers facing prosecution and litigation in the U.S. – the couple did not charge a<strong> rake</strong> for their games and instead encouraged players to voluntarily tip Dent, who acted as the games’ dealer.</p>
<p>The pair has been cleared of all charges and freed as a result of James’s ruling. To date, no word of an appeal has been forthcoming.</p>

A 16 year old boy from Granada has generated a debt of 48,000 € using his parents credit cards on an internet virtual casino.</p>
<p>The Spanish Federation of Rehabilitated Gamblers, FEJAR, spokesman, Jorge Barroso, says that the boy ran up the debt on the parents credit card, and such things are common as nobody from the casinos sees or checks the age of who is playing. He said it was getting so common as to be ruining some people’s lives forever.</p>
<p>He also warned about the amounts now being spent by some children on their mobile phones, especially if Internet was present, with bills of 300 or 400 € a month not uncommon, and some children already suffering from deformed hands from sending so many text messages.</p>
<p>Latest data showed that the amount gambled on the internet in Spain is up five-fold since 1997 and will reach five billion €. The FEJA thinks that as many as five percent of the Spanish population could have a problem with gambling.  This boy probably recieved the whipping of his life.  For somem reason I just can&#8217;t see him running up a debt like this playing online <a href="http://www.partybingo.com/">bingo games</a> on his laptop.</p>

			<content:encoded><![CDATA[<p>The UK is still leading the way in fair gambling practices.  Internet gambling companies in the UK knew that the 2005 Gambling Act restrictions and regulations would be a double edged sword in many cases. Although the UK liberalized the country’s online casino gambling regulations, they also put in place a very strict Gambling Commission to oversee implementation and adherence to the new legislation and regulations. Part of the more liberalized UK gambling market comes in the form of online casinos having increased advertising privileges in the European market – but with that comes the oversight of the Advertising Standards Authority (ASA).</p>
<p>The ASA has made headlines over the past several months because of the Association’s ban of several major advertising campaigns from respected online casino gambling companies. The advertisements are regulated to ensure that they do not appeal to minors, run within their specified time frames and do not encourage addictive online casino gambling.</p>
<p>The latest banned ad from the ASA is an ad for Wink Bingo – an online casino bingo gambling site that has not previously experienced the controversy of an ASA investigation. The advertisement was designed to portray a “cheeky, irreverent, sassy and naughty” situation of a heightened reality. The ad basically showed a maternity nurse ignoring a woman giving birth to instead gamble on the Wink Bingo site.</p>

			<content:encoded><![CDATA[<p>So I was playing in a 2/4 home games the other day and I ran into a silly pot that featured not one, two but three slow players.  If you don&#8217;t know what a &#8217;slow player&#8217; is, it is someone that has good cards but checks so-as to pretend their cards are not strong and once you bet they raise you up and take all your money.</p>
<p>The game was Omaha and I was on the button, there was the typical pre-flop raise of $4 more and after the flop it was checked around to me.  Three spades came on the flop and I figured I would bet $24 with my 8,10 of spades to see what was going on.  The two players after me folded and the rest just flat called.  At that point I figured my flush was good and they were trying for boats or maybe even a straight flush.  It was checked around to me on the turn and I bet $40, flat called again by three players.  River is a brick and checked again to me, thinking I was top dog I bet $80 and was called by two then the third raised $80 more.  I called as did one other and what do you know, one of them held K,2 spades and the other had 1,3 spades so I was in third place with my crappy flush.  The last slow player that folded on the final bet flopped trip jacks and never converted.</p>
<p>That is why I love playing at a table full of &#8216;retarded&#8217;, I mean slow players.</p>
